GINOP Plus 2.1.1-24 – Subsidy for Focus Area Innovation Projects
The purpose of the subsidy is to encourage companies’ experimental development, industrial research, and related activities through non-repayable subsidies.

Eligible Applicants
Small, medium, and large enterprises.
Applicants must have at least two closed business years, and in the business year preceding the application, the average statistical staff must be at least 12 employees.
The subsidy can also be applied for in a consortium if the companies’ net revenue reaches HUF 400 million in the last closed business year before the submission of the application. Within this, the consortium leader’s revenue must be at least HUF 300 million.

- Acquisition of industrial property rights, patent protection
- Overheads, market entry, and horizontal activities
Form and Amount of the Subsidy
The GINOP Plus 2.1.1-24 subsidy is a non-repayable cash grant available across Hungary.
Amount: min. HUF 300 million – max. HUF 800 million
Subsidy intensity based on project type and company size:
Industrial (applied) research: 50% (max. 80%)
Experimental development: 25% (max. 60%)
Additional SME bonuses:
- Small enterprises: +20%
- Medium enterprises: +10%
- Further +15% if the project involves effective collaboration or commits to widespread dissemination (up to the above maximum).
Advance payment: 30%, max. HUF 240 million
Focus Areas and Submission Deadlines
The GINOP Plus 2.1.1-24 subsidy is available for R&D projects in one of the following three focus areas:
1.
Supporting preventive, therapeutic, and healthcare systems for maintaining a healthy life
Submission period:
November 13 – November 19, 2024
May 6 – May 20, 2025
2.
Supporting the green transition of the economy and the development of a circular economy, with a special focus on energy and agricultural technologies
Submission period:
November 20 – November 26, 2024
May 28 – June 11, 2025
3.
Supporting one of the priorities of the National Smart Specialization Strategy (S3), including Advanced Technologies, Health, Digital Economy, Energy & Climate, Services, Resource-efficient Economy, Agriculture & Food Industry, Creative Industry, Education & Training, Public Sector & University Innovation
Submission period:
November 27 – December 3, 2024
June 12 – June 26, 2025
ELIGIBILITY CRITERIA
R&D Certification: The applicant must possess an R&D qualification issued by the National Research, Development, and Innovation Office (NKFIH), including the proportion of applied research or experimental development and an assessment of the project’s market viability.
Own Contribution: Required, covering costs beyond the subsidy amount.
Projects can only start after the submission of the subsidy application.
Project duration:
- General: 24 months
- Healthcare-related projects: 36 months
Financial guarantee required according to the disbursement schedule.
Project duration:
- SMEs: 3 years after completion
- Large enterprises: 5 years after completion
Eligible Costs:
The following costs can be accounted for under the GINOP Plus 2.1.1-24 subsidy:
Personnel-related expenses: Wages of employees involved in the implementation of the R&D project.
Professional services costs: Fees for third-party R&D services and additional related services.
Material costs: Directly used materials for R&D activities.
Depreciation costs: Depreciation of new R&D equipment purchased after the start of the project, generally exceeding a net value of HUF 500,000.
Obligations After Project Completion
1.
Technology Readiness Level (TRL) 9 Commitment
The project must reach TRL 7 by its completion and achieve TRL 9 within 24 months after physical completion.
2.
Revenue Commitment
For new technology or service projects:
Within the first two years of the sustainability period, net revenue from the supported R&D activity must reach at least 30% of the awarded subsidy.
For new product development projects:
Within the first two years, net revenue from product sales must reach at least 50% of the awarded subsidy.
3.
Intellectual Property Protection Commitment
- Within 12 months after project completion, a maximum of 24 months is allowed to acquire an industrial property portfolio.
- In case of patents, if protection is not obtained, a positive patentability assessment is required.
- Trademark or design protection (e.g., industrial design) must be acquired.
- Patents granted within the last two years before submission may be accepted under certain conditions.
4.
Dissemination of Project Results (Optional)
If the applicant benefits from a 15% increase in subsidy intensity for committing to the wide dissemination of results, this must be fulfilled to avoid repayment of the bonus.
