{"id":3394,"date":"2025-07-07T12:58:00","date_gmt":"2025-07-07T10:58:00","guid":{"rendered":"https:\/\/ibsh.hu\/?p=3394"},"modified":"2026-04-15T15:46:49","modified_gmt":"2026-04-15T13:46:49","slug":"european-state-aid-with-the-adoption-of-cisaf","status":"publish","type":"post","link":"https:\/\/ibsh.hu\/en\/european-state-aid-with-the-adoption-of-cisaf\/","title":{"rendered":"A\u00a0new\u00a0chapter\u00a0opens\u00a0in European\u00a0state\u00a0aid\u00a0with\u00a0the\u00a0adoption\u00a0of CISAF\u00a0"},"content":{"rendered":"<p>On&nbsp;June&nbsp;25, 2025,&nbsp;the&nbsp;European&nbsp;Commission&nbsp;adopted&nbsp;the&nbsp;Clean&nbsp;Industrial&nbsp;State&nbsp;Aid&nbsp;Framework (Clean&nbsp;Industrial&nbsp;State&nbsp;Aid&nbsp;Framework, &#8222;CISAF&#8221;),&nbsp;which&nbsp;allows&nbsp;Member&nbsp;States&nbsp;to&nbsp;accelerate&nbsp;the&nbsp;green&nbsp;transition&nbsp;of&nbsp;the&nbsp;manufacturing&nbsp;industry,&nbsp;the&nbsp;spread&nbsp;of&nbsp;clean&nbsp;energy&nbsp;and&nbsp;technology, and&nbsp;the&nbsp;decarbonization&nbsp;of&nbsp;the&nbsp;sector&nbsp;through&nbsp;targeted&nbsp;state&nbsp;aid.&nbsp;<\/p><h2 class=\"wp-block-heading\"><strong>How&nbsp;long&nbsp;can&nbsp;Member&nbsp;States&nbsp;continue&nbsp;to&nbsp;introduce&nbsp;state&nbsp;aid&nbsp;to&nbsp;support&nbsp;the&nbsp;green&nbsp;transition?<\/strong>&nbsp;<\/h2><p>CISAF&nbsp;will&nbsp;apply&nbsp;until&nbsp;the&nbsp;end of 2030,&nbsp;replacing&nbsp;the&nbsp;temporary&nbsp;crisis&nbsp;and&nbsp;transition&nbsp;framework&nbsp;(TCTF)&nbsp;currently&nbsp;in&nbsp;force, and&nbsp;will&nbsp;provide&nbsp;long-term&nbsp;predictability&nbsp;for&nbsp;businesses and&nbsp;investors. The&nbsp;entry&nbsp;into&nbsp;force&nbsp;of CISAF&nbsp;does&nbsp;not&nbsp;mean&nbsp;that&nbsp;these&nbsp;funds&nbsp;will&nbsp;automatically&nbsp;be&nbsp;available&nbsp;to&nbsp;businesses,&nbsp;as&nbsp;it&nbsp;is&nbsp;now&nbsp;up&nbsp;to&nbsp;Member&nbsp;States&nbsp;to&nbsp;launch&nbsp;their&nbsp;own&nbsp;state&nbsp;aid&nbsp;programs&nbsp;that&nbsp;fit&nbsp;within&nbsp;the&nbsp;framework.&nbsp;<\/p><h2 class=\"wp-block-heading\"><strong>What&nbsp;are&nbsp;your&nbsp;main&nbsp;focus&nbsp;areas&nbsp;and&nbsp;what&nbsp;level&nbsp;of&nbsp;grant can&nbsp;be&nbsp;requested?<\/strong>&nbsp;<\/h2><p>Within&nbsp;the&nbsp;framework&nbsp;of CISAF,&nbsp;the&nbsp;European&nbsp;Commission&nbsp;has&nbsp;defined&nbsp;the&nbsp;conditions&nbsp;for&nbsp;state&nbsp;aid&nbsp;and&nbsp;the&nbsp;level&nbsp;of&nbsp;grant that&nbsp;can&nbsp;be&nbsp;provided&nbsp;in&nbsp;several&nbsp;priority&nbsp;areas,&nbsp;such&nbsp;as&nbsp;the&nbsp;promotion&nbsp;of&nbsp;renewable&nbsp;energy,&nbsp;the&nbsp;introduction&nbsp;of&nbsp;low-carbon&nbsp;fuels,&nbsp;the&nbsp;transition&nbsp;to&nbsp;non-fossil&nbsp;fuels,&nbsp;industrial&nbsp;decarbonization, and&nbsp;investment&nbsp;funding for&nbsp;clean&nbsp;manufacturing&nbsp;technologies.&nbsp;<\/p><h2 class=\"wp-block-heading\"><strong>Promotion&nbsp;of&nbsp;renewable&nbsp;energy<\/strong>&nbsp;<\/h2><p>State&nbsp;aid&nbsp;is&nbsp;available,&nbsp;for&nbsp;example,&nbsp;for&nbsp;the&nbsp;installation&nbsp;of&nbsp;solar&nbsp;parks,&nbsp;wind&nbsp;farms,&nbsp;or&nbsp;other&nbsp;green&nbsp;energy&nbsp;production&nbsp;systems. The&nbsp;aim&nbsp;is&nbsp;to&nbsp;gradually&nbsp;switch&nbsp;energy&nbsp;supply&nbsp;to&nbsp;clean&nbsp;sources.&nbsp;<\/p><p><strong>Investment&nbsp;subsidy<\/strong>&nbsp;<\/p><ul class=\"wp-block-list\"><li>Subsidy&nbsp;conditions: In&nbsp;certain&nbsp;cases,&nbsp;competitive&nbsp;bidding&nbsp;or&nbsp;administrative&nbsp;procedures&nbsp;are&nbsp;mandatory.&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;grant&nbsp;intensity&nbsp;(+10-20%&nbsp;for&nbsp;small&nbsp;and&nbsp;medium-sized&nbsp;enterprises):&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>45% in&nbsp;the&nbsp;case&nbsp;of&nbsp;administrative&nbsp;procedures&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>100% condition:&nbsp;Mandatory&nbsp;competitive&nbsp;tendering&nbsp;procedure&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;aid&nbsp;intensity:&nbsp;not&nbsp;specified&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;aid: no&nbsp;upper&nbsp;limit&nbsp;<\/li><\/ul><p><strong>Temporary&nbsp;electricity&nbsp;price&nbsp;reduction&nbsp;for&nbsp;energy-intensive&nbsp;users<\/strong>&nbsp;<\/p><p>Large&nbsp;energy&nbsp;consumers&nbsp;\u2013&nbsp;such&nbsp;as&nbsp;steel, cement and&nbsp;chemical&nbsp;companies&nbsp;\u2013&nbsp;may&nbsp;receive&nbsp;temporary&nbsp;price&nbsp;funding during&nbsp;the&nbsp;transition&nbsp;period.&nbsp;<\/p><p><strong>Price&nbsp;subsidy<\/strong>&nbsp;<\/p><ul class=\"wp-block-list\"><li>Eligibility&nbsp;criteria: no&nbsp;special&nbsp;procedure&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;aid&nbsp;intensity: 50% of&nbsp;annual&nbsp;consumption&nbsp;(+10%&nbsp;for&nbsp;decarbonization&nbsp;investments)&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;aid:&nbsp;price&nbsp;cannot&nbsp;fall&nbsp;below&nbsp;\u20ac50\/MWh&nbsp;<\/li><\/ul><p><strong>Grant for&nbsp;industrial&nbsp;decarbonization<\/strong>&nbsp;<\/p><p>The conversion of&nbsp;production&nbsp;technologies&nbsp;to&nbsp;environmentally&nbsp;friendly&nbsp;ones&nbsp;\u2013&nbsp;such&nbsp;as&nbsp;hydrogen-based&nbsp;heating,&nbsp;electrification, CO\u2082&nbsp;capture&nbsp;\u2013&nbsp;also&nbsp;receives&nbsp;significant&nbsp;funding.&nbsp;<\/p><h2 class=\"wp-block-heading\"><strong>Investment&nbsp;subsidies&nbsp;<\/strong>&nbsp;<\/h2><ul class=\"wp-block-list\"><li>Eligibility&nbsp;criteria:&nbsp;Member&nbsp;States&nbsp;may&nbsp;decide&nbsp;to&nbsp;apply&nbsp;competitive&nbsp;procedures&nbsp;&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>Maximum&nbsp;funding&nbsp;intensity&nbsp;(+5-10%&nbsp;for&nbsp;small&nbsp;and&nbsp;medium-sized&nbsp;enterprises):&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>60%&nbsp;for&nbsp;investments&nbsp;enabling&nbsp;the&nbsp;use&nbsp;of&nbsp;hydrogen&nbsp;or&nbsp;hydrogen-based&nbsp;fuels&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>45%&nbsp;for&nbsp;investments&nbsp;in&nbsp;renewable&nbsp;energy&nbsp;production,&nbsp;energy&nbsp;storage,&nbsp;flexible&nbsp;electrification, and&nbsp;carbon&nbsp;capture&nbsp;and&nbsp;storage&nbsp;equipment&nbsp;<\/li><\/ul><ul (in&nbsp;priority&nbsp;areas)&nbsp;<\/li><\/ul><p>The&nbsp;framework&nbsp;allows&nbsp;Member&nbsp;States&nbsp;to&nbsp;provide&nbsp;targeted&nbsp;funding to&nbsp;companies&nbsp;operating&nbsp;in sectors&nbsp;that&nbsp;are&nbsp;highly&nbsp;exposed&nbsp;to&nbsp;international&nbsp;competition&nbsp;and&nbsp;whose&nbsp;production&nbsp;is&nbsp;highly&nbsp;energy-intensive.&nbsp;Such&nbsp;companies&nbsp;can&nbsp;receive&nbsp;state&nbsp;aid&nbsp;to&nbsp;reduce&nbsp;their&nbsp;electricity&nbsp;costs,&nbsp;but&nbsp;they&nbsp;must&nbsp;also&nbsp;commit&nbsp;to&nbsp;meeting&nbsp;decarbonization&nbsp;targets.&nbsp;<\/p><p>Additional&nbsp;benefits&nbsp;include:&nbsp;<\/p><ul class=\"wp-block-list\"><li>tax&nbsp;incentives:&nbsp;the&nbsp;costs&nbsp;of&nbsp;investing&nbsp;in&nbsp;clean&nbsp;technology&nbsp;can&nbsp;be&nbsp;deducted&nbsp;from&nbsp;the&nbsp;tax&nbsp;base&nbsp;more&nbsp;quickly&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>projects&nbsp;in less&nbsp;developed&nbsp;regions&nbsp;can&nbsp;count&nbsp;on&nbsp;higher&nbsp;aid&nbsp;intensity&nbsp;<\/li><\/ul><ul class=\"wp-block-list\"><li>it&nbsp;also&nbsp;grants the&nbsp;production&nbsp;and&nbsp;processing&nbsp;of&nbsp;raw&nbsp;materials&nbsp;needed&nbsp;for&nbsp;clean&nbsp;technologies.&nbsp;<\/li><\/ul><p>The&nbsp;new&nbsp;state&nbsp;aid&nbsp;framework&nbsp;aims&nbsp;to&nbsp;strengthen&nbsp;Europe&#8217;s&nbsp;competitiveness,&nbsp;accelerate&nbsp;the&nbsp;achievement&nbsp;of&nbsp;climate&nbsp;protection&nbsp;goals,
