{"id":3542,"date":"2023-09-17T13:10:00","date_gmt":"2023-09-17T11:10:00","guid":{"rendered":"https:\/\/ibsh.hu\/?p=3542"},"modified":"2026-04-13T15:37:37","modified_gmt":"2026-04-13T13:37:37","slug":"the-temporary-crisis-and-transition-framework-tctf","status":"publish","type":"post","link":"https:\/\/ibsh.hu\/en\/the-temporary-crisis-and-transition-framework-tctf\/","title":{"rendered":"The\u00a0Temporary\u00a0Crisis\u00a0and\u00a0Transition\u00a0Framework (TCTF),\u00a0aimed\u00a0at\u00a0accelerating\u00a0the\u00a0green\u00a0transition, is\u00a0still\u00a0available\u00a0for\u00a0businesses.\u00a0"},"content":{"rendered":"<p>With&nbsp;the&nbsp;adoption&nbsp;of&nbsp;the&nbsp;Temporary&nbsp;Crisis&nbsp;and&nbsp;Transition&nbsp;Framework (TCTF)&nbsp;by&nbsp;the&nbsp;European&nbsp;Commission,&nbsp;Hungary&nbsp;has&nbsp;been&nbsp;enabled&nbsp;to&nbsp;provide&nbsp;significant&nbsp;state&nbsp;aid&nbsp;to&nbsp;companies&nbsp;considered&nbsp;strategically&nbsp;important&nbsp;for&nbsp;the&nbsp;green&nbsp;deal.&nbsp;<\/p><p>In Hungary, TCTF&nbsp;became&nbsp;available&nbsp;in August 2023,&nbsp;which&nbsp;can&nbsp;be&nbsp;applied&nbsp;for&nbsp;through&nbsp;HIPA Nonprofit Zrt.&nbsp;for&nbsp;the&nbsp;following&nbsp;investments:&nbsp;<\/p><ul class=\"wp-block-list\"><li>Equipment\u00a0necessary\u00a0for\u00a0transitioning\u00a0to\u00a0zero\u00a0net\u00a0emissions,\u00a0including\u00a0the\u00a0manufacturing\u00a0of\u00a0batteries,\u00a0solar\u00a0panels,\u00a0wind\u00a0turbines,\u00a0heat\u00a0pumps,\u00a0electrolyzers, and\u00a0equipment\u00a0for\u00a0carbon\u00a0capture\u00a0and\u00a0storage.\u00a0<\/li><\/ul><ul class=\"wp-block-list\"><li>Manufacturing\u00a0of\u00a0key\u00a0components\u00a0of\u00a0these\u00a0equipment.\u00a0<\/li><\/ul><ul class=\"wp-block-list\"><li>Production\u00a0or\u00a0recovery\u00a0of\u00a0critical\u00a0raw\u00a0materials\u00a0necessary\u00a0for\u00a0the\u00a0production\u00a0of\u00a0the\u00a0aforementioned\u00a0equipment\u00a0and\u00a0essential\u00a0components.\u00a0<\/li><\/ul><p>TCTF&nbsp;support&nbsp;is&nbsp;available&nbsp;throughout&nbsp;Hungary&nbsp;until&nbsp;2025. The&nbsp;maximum&nbsp;aid&nbsp;amount&nbsp;is&nbsp;up&nbsp;to&nbsp;350&nbsp;million&nbsp;EUR in&nbsp;rural&nbsp;areas,&nbsp;with&nbsp;a maximum&nbsp;intensity&nbsp;of 55%, and&nbsp;up&nbsp;to&nbsp;150&nbsp;million&nbsp;EUR in Budapest,&nbsp;with&nbsp;a maximum&nbsp;intensity&nbsp;of 35%.&nbsp;Any&nbsp;aid&nbsp;exceeding&nbsp;these&nbsp;values&nbsp;can&nbsp;only&nbsp;be&nbsp;provided&nbsp;with&nbsp;prior&nbsp;approval&nbsp;from&nbsp;the&nbsp;European Union&nbsp;Commission.&nbsp;<\/p><p>An&nbsp;important&nbsp;condition&nbsp;for&nbsp;the&nbsp;support&nbsp;is&nbsp;that&nbsp;the&nbsp;investor&nbsp;must&nbsp;prove&nbsp;that&nbsp;the&nbsp;project&nbsp;would&nbsp;not&nbsp;have&nbsp;been&nbsp;realized&nbsp;outside&nbsp;of&nbsp;the&nbsp;EEA&nbsp;without&nbsp;the&nbsp;support.&nbsp;<\/p><p>Companies&nbsp;that&nbsp;have&nbsp;already&nbsp;applied&nbsp;for&nbsp;investment&nbsp;aid&nbsp;for&nbsp;investments&nbsp;falling&nbsp;into&nbsp;the&nbsp;above&nbsp;three&nbsp;investment&nbsp;categories,&nbsp;but&nbsp;which&nbsp;the&nbsp;EU&nbsp;Commission&nbsp;has&nbsp;not&nbsp;yet&nbsp;approved,&nbsp;or&nbsp;for&nbsp;which&nbsp;the&nbsp;support&nbsp;contract&nbsp;has&nbsp;not&nbsp;yet&nbsp;been&nbsp;concluded&nbsp;for&nbsp;other&nbsp;reasons,&nbsp;may&nbsp;decide&nbsp;to&nbsp;take&nbsp;advantage&nbsp;of TCTF&nbsp;if&nbsp;they&nbsp;meet&nbsp;the&nbsp;above&nbsp;criteria.&nbsp;According&nbsp;to&nbsp;Paragraph&nbsp;85 of&nbsp;the&nbsp;TCTF,&nbsp;this&nbsp;can&nbsp;significantly&nbsp;expedite&nbsp;the&nbsp;state&nbsp;aid&nbsp;process&nbsp;as&nbsp;it&nbsp;does&nbsp;not&nbsp;require&nbsp;waiting&nbsp;for&nbsp;prior&nbsp;approval&nbsp;from&nbsp;the&nbsp;EU&nbsp;Commission.&nbsp;<\/p><p>TCTF&nbsp;provided&nbsp;by&nbsp;HIPA&nbsp;can&nbsp;be&nbsp;combined&nbsp;with&nbsp;tax&nbsp;incentives&nbsp;within&nbsp;the&nbsp;above&nbsp;maximum limits.&nbsp;<\/p><p>If\u00a0you\u00a0are\u00a0interested\u00a0in\u00a0the\u00a0program\u00a0details,\u00a0<a href=\"https:\/\/ibsh.hu\/kapcsolat\/\" data-type=\"link\" data-id=\"https:\/\/ibsh.hu\/kapcsolat\/\">please\u00a0contact our\u00a0colleagues<\/a>.<\/p><p><\/p>","protected":false},"excerpt":{"rendered":"<p>With&nbsp;the&nbsp;adoption&nbsp;of&nbsp;the&nbsp;Temporary&nbsp;Crisis&nbsp;and&nbsp;Transition&nbsp;Framework (TCTF)&nbsp;by&nbsp;the&nbsp;European&nbsp;Commission,&nbsp;Hungary&nbsp;has&nbsp;been&nbsp;enabled&nbsp;to&nbsp;provide&nbsp;significant&nbsp;state&nbsp;aid&nbsp;to&nbsp;companies&nbsp;considered&nbsp;strategically&nbsp;important&nbsp;for&nbsp;the&nbsp;green&nbsp;deal.&nbsp; In Hungary, TCTF&nbsp;became&nbsp;available&nbsp;in August 2023,&nbsp;which&nbsp;can&nbsp;be&nbsp;applied&nbsp;for&nbsp;through&nbsp;HIPA Nonprofit Zrt.&nbsp;for&nbsp;the&nbsp;following&nbsp;investments:&nbsp; TCTF&nbsp;support&nbsp;is&nbsp;available&nbsp;throughout&nbsp;Hungary&nbsp;until&nbsp;2025.
