At the same time, investors should still be prepared for a lengthy procedure involving several levels of decision-making.<\/p><h2 class=\"wp-block-heading\">What changed in the VIP cash grant process as of 2 July 2026?<\/h2><p class=\"wp-block-paragraph\">The new GEM Instruction brings the procedural steps related to VIP cash grants into a single framework and introduces specific working-day deadlines at several stages. Among other things, it regulates HIPA\u2019s preliminary information obligations, the review and acceptance of grant applications, the decision of the Investment Committee, the preliminary on-site review, and the preparation of the grant agreement.<\/p><p class=\"wp-block-paragraph\">The Instruction applies to applications submitted after 2 July 2026 and, as a general rule, also to procedural steps carried out after that date in proceedings that had already commenced, subject to certain transitional exceptions.<\/p><h2 class=\"wp-block-heading\">The VIP cash grant process step by step<\/h2><p class=\"wp-block-paragraph\"><strong>1. Preliminary consultation and project structuring<\/strong><\/p><p class=\"wp-block-paragraph\">The investor consults HIPA before submitting the grant application. HIPA provides information on the conditions applicable to the VIP cash grant.<\/p><p class=\"wp-block-paragraph\">In practice, this is the preliminary eligibility and grant structuring phase of the project. At this stage, it is advisable to review the size and location of the investment, its implementation schedule, financing structure and the economic commitments associated with the project.<\/p><p class=\"wp-block-paragraph\"><strong>2. Submission of the VIP cash grant application<\/strong><\/p><p class=\"wp-block-paragraph\">HIPA provides the investor with the application template applicable to the relevant type of grant. The application must be submitted in writing, and the date of submission is the date on which HIPA officially registers its receipt.<\/p><p class=\"wp-block-paragraph\"><strong>3. Formal and eligibility review<\/strong><\/p><p class=\"wp-block-paragraph\">HIPA reviews the application within <strong>5 working days<\/strong> of receipt. If the application is incomplete, HIPA may request supplementary documentation with a <strong>10-working-day deadline<\/strong>, and may issue such a request on no more than <strong>two occasions<\/strong>.<\/p><p class=\"wp-block-paragraph\">At the same time, HIPA also examines whether the investor and the project meet the applicable eligibility requirements.<\/p><p class=\"wp-block-paragraph\"><strong>4. Acceptance of the application and confirmation letter<\/strong><\/p><p class=\"wp-block-paragraph\">If the project meets the basic eligibility criteria, HIPA sends the application and the draft confirmation letter to the State Secretary\u2019s Cabinet within <strong>5 working days<\/strong> of submission.<\/p><p class=\"wp-block-paragraph\">The grant provider then sends the approved confirmation letter within <strong>3 working days<\/strong> of receiving the draft. However, this does not yet constitute a grant decision. It only confirms that the project is eligible to proceed to the detailed assessment stage.<\/p><p class=\"wp-block-paragraph\">If the project does not meet the eligibility requirements, the procedure is closed.<\/p><p class=\"wp-block-paragraph\"><strong>5. Detailed assessment of the VIP cash grant application<\/strong><\/p><p class=\"wp-block-paragraph\">Following acceptance of the application, HIPA carries out a detailed assessment of the project. In the case of investment aid, this may include a public finance impact assessment, analysis of alternative grant scenarios, determination of the proposed grant amount, verification of the applicable legal requirements and, where justified, review of the investor\u2019s business plan.<\/p><p class=\"wp-block-paragraph\"><strong>For R&amp;D and training aid, there is no standard requirement to carry out a public finance impact assessment.<\/strong> In these cases, other considerations may become more relevant, such as the professional content of the project or the number of new jobs created.<\/p><p class=\"wp-block-paragraph\"><strong>6. Conditional grant offer and grant decision<\/strong><\/p><p class=\"wp-block-paragraph\">Based on the detailed assessment, HIPA prepares a proposal setting out, among other things, the investment, the maximum amount of aid that may be granted, the specific grant offer, the grant mandate and the justification for the proposal.<\/p><p class=\"wp-block-paragraph\">The GEM Investment Committee decides on the conditional grant offer and the grant mandate. HIPA notifies the investor within <strong>5 working days<\/strong> of receiving the original copy of the decision.<\/p><p class=\"wp-block-paragraph\"><strong>7. Acceptance of the conditional grant offer<\/strong><\/p><p class=\"wp-block-paragraph\">The grant offer is valid for <strong>12 months<\/strong>. It may be accepted by means of a duly signed hard-copy declaration or by using an appropriate electronic signature.<\/p><p class=\"wp-block-paragraph\">Following acceptance, the grant agreement must be <strong>finalised and signed by the investor within 24 months<\/strong>. Both deadlines may be extended once by an additional <strong>12 months<\/strong>.<\/p><p class=\"wp-block-paragraph\">If the investor does not accept the offer, or if the State Aid Monitoring Office (TVI) considers the required documentation insufficiently substantiated, HIPA initiates negotiations with the investor within <strong>15 working days<\/strong>.<\/p><p class=\"wp-block-paragraph\"><strong>8. Preliminary on-site review<\/strong><\/p><p class=\"wp-block-paragraph\">Once the offer has been accepted, HIPA carries out a preliminary on-site review. Its purpose is to finalise the project data required for the grant agreement and to verify the supporting documentation.<\/p><p class=\"wp-block-paragraph\">If all required documents are available, HIPA sends the draft minutes of the on-site review within <strong>20 working days<\/strong>. Finalisation of the document may require several rounds of consultation.<\/p><p class=\"wp-block-paragraph\"><strong>9. Preparation of the grant agreement<\/strong><\/p><p class=\"wp-block-paragraph\">Within <strong>20 working days<\/strong> of completion of the on-site review minutes, or of the submission of any required supplementary documentation, HIPA prepares the first draft of the grant agreement.<\/p><p class=\"wp-block-paragraph\">If the agreement is not prepared exclusively in Hungarian, this deadline is extended by an additional <strong>10 working days<\/strong>.<\/p><p class=\"wp-block-paragraph\">During finalisation of the agreement, professional, legal and financial reviews are carried out and, where required, the approval of the State Aid Monitoring Office (TVI) must also be obtained.<\/p><p class=\"wp-block-paragraph\"><strong>10. Government approval and execution of the grant agreement<\/strong><\/p><p class=\"wp-block-paragraph\">Based on the final draft grant agreement, a government proposal is prepared and submitted to the Government through the State Secretary\u2019s Cabinet and the Economic Cabinet.<\/p><p class=\"wp-block-paragraph\">Once the relevant government resolution is available, HIPA prepares the final agreement for signature. The investor signs the agreement, which is then subject to legal and financial countersignature before being forwarded to the grant provider for signature.<\/p><h2 class=\"wp-block-heading\">How long does the VIP cash grant process take?<\/h2><p class=\"wp-block-paragraph\">There is no single overall processing period applicable to all projects from submission of the grant application to issuance of the conditional grant offer. In particular, the duration of the detailed assessment and the Investment Committee decision may vary from one project to another.<\/p><p class=\"wp-block-paragraph\">In practice, following acceptance of the conditional offer, execution of the grant agreement may take <strong>up to 5\u20136 months<\/strong>.<\/p><h2 class=\"wp-block-heading\">When can the VIP cash grant be disbursed?<\/h2><p class=\"wp-block-paragraph\">Disbursement does not begin upon issuance of the conditional grant offer, nor does it start automatically when the investor signs the grant agreement.<\/p><p class=\"wp-block-paragraph\">Financial settlement may commence once all documents required for the grant agreement to enter into force are available, they have been reviewed, and HIPA has confirmed that the agreement has entered into force.<\/p><h2 class=\"wp-block-heading\">What documents are required during the VIP cash grant process?<\/h2><p class=\"wp-block-paragraph\">The required documentation depends on the project and the type of aid. During the procedure, documents may include the grant application, business plan, financing documents, documents relating to the investment location, cost and implementation schedule data, declarations and, in certain cases, an R&amp;D qualification or documentation required for European Commission approval.<\/p><h2 class=\"wp-block-heading\">What can slow down the assessment of a VIP cash grant?<\/h2><p class=\"wp-block-paragraph\">The most common timing risks include incomplete or inconsistent documentation, changes to project parameters during the procedure, several rounds of contractual negotiations, and external expert or regulatory reviews.<\/p><p class=\"wp-block-paragraph\">Delays may also arise where specific aspects of the project require a separate decision by the grant provider or the Investment Committee.<\/p><h2 class=\"wp-block-heading\">VIP cash grant process: key points for investors<\/h2><p class=\"wp-block-paragraph\">The new procedural framework effective from <strong>2 July 2026<\/strong> divides the <strong>VIP cash grant process<\/strong> into a number of clearly regulated and consecutive stages. Acceptance of the application, the conditional grant offer, government approval and execution of the grant agreement are separate milestones, and none of them replaces the subsequent stage.<\/p><p class=\"wp-block-paragraph\">For investors, early project structuring, consistent preparation of documentation and realistic planning for the overall duration of the procedure are therefore essential.
