Adrienn Oláh-Kántor
partner, managing director
Adrienn is an economist with a master's degree in finance. She has accumulated 8 years of experience while working at the Hungarian Investment and Promotion Agency (HIPA). Serving as the Director responsible for the Incentives Directorate, she actively participated in shaping the regulations for the VIP CASH SUBSIDY, based on individual government decisions (EKD), particularly in the context of regional investment aid. She was deeply involved in formulating and testing the support processes of the R&D and training support schemes.
Over the last 5 years, Adrienn has been involved in more than 300 projects that incorporated EKD support in various phases. Her engagement spanned project shaping, contractual negotiations, development of financing and collateral structures, as well as financial settlements. She played a crucial role in obtaining European Commission approval (individual notification) for support related to Hungary's most significant investment projects.
Throughout her tenure, Adrienn placed special emphasis on research and development projects, actively assisting companies in leveraging various tax incentives.
Zsombor dr. Tóth
partner, managing director
Zsombor is a legal professional with over 10 years of experience in the field of state aid. He has worked at the Ministry of Agriculture and spent nearly 7 years at the Hungarian Investment and Promotion Agency (HIPA), where he led the legal team of the Incentive Directorate. In addition to providing consultancy on grants and support, he was involved in the development, renewal, and European Union approval of approximately ten new support programs, including training and R&D subsidy, subsidy to improve competitiveness, “factory recue” support, as well as the implementation of the Temporary Crisis and Transition Framework.
As a legal leader, Zsombor was responsible for creating the legal framework for subsidy schemes, compiling evaluation criteria, and formulating contractual obligations. Over the course of 7 years, he handled or supervised the process of concluding incentive agreements in more than 300 individual subsidy cases with HIPA's clients.
In his work, Zsombor paid special attention to managing M&A projects and structural changes from the state aid perspective affecting the beneficiaries. He also fine-tuned commitment rules in cases involving overlapping incentive agreements.
Kovács-Dobák Géza
Partner, IPCEI expert
Géza is a financial economist with a master’s degree, and a state aid and industrial strategy expert with more than 7 years of professional experience in national and EU economic policy.
His career has focused on state aid systems, flagship industrial development projects, and the financial-economic evaluation of large corporate investments. Between 2022 and 2024, he worked as a seconded national expert at the European Commission’s Directorate-General for Competition (DG COMP) in the state aid field, where he evaluated and approved aid cases for innovative European industrial projects (IPCEI, the Chips Act, and other strategic programmes) worth approximately €7.2 billion.
His responsibilities included the complex legal, technical, and business evaluation of aid applications, analysis of investment and operating cost structures, and validation of financial models. He ensured the proportionality and soundness of the aid granted, carried out project management and monitoring tasks, defined KPI systems, and conducted regular professional consultations with Member State authorities and large corporations.
Previously, he worked at the Ministry of National Economy as the national chief coordinator of the Hungarian IPCEI programme, under ministerial appointment. He directed the professional preparation of more than 100 corporate projects with a state aid volume of approximately €8 billion, and represented the Hungarian position in European-level negotiations.
Zsuzsa MEDVECZKY
IBSH adult education expert partner
Zsuzsa is a certified adult education expert, as well as a language and e-learning expert and
the Secretary General of the National Association of Adult Education Experts since 2021.
She graduated as a teacher of English and mathematics, and subsequently obtained a qualification in adult education expert. She completed the European Quality Management training at the Portuguese Ministry of Education, and then obtained a qualification in digital education and e-learning.
She regularly participates in the official adult education expert training at the Adult Education Department of the Pest County Government Office. She has worked as a language school director and adult education expert for various companies. In this role, Zsuzsa has helped IBSH partner companies successfully build their own adult education structures and internal processes, while providing them with continuous quality management in the implementation of adult education.
As a contracted adult education expert at IBSH, Zsuzsa has worked with the IBSH team on several training projects supported by HIPA. Her contribution ensures that the trainings implemented by IBSH partners meet all training requirements.
In addition to the above, Zsuzsa has also been working as an adult education authority expert since 2011, which gives her a clear insight into the audit practice of the adult education authority, ensuring the transparent implementation of trainings for IBSH partners.
As the current Secretary General of FSZOE, her goal is to strengthen the domestic adult education sector and introduce innovative solutions.
Krisztina Makkai
Grant Manager
Krisztina has more than 10 years of professional experience in managing investments and projects implemented with EU and domestic funding. During her career, she has focused on the decision-making, contracting and settlement processes of large investments and research and development (R&D) projects.
As a senior consultant at HIPA (Hungarian Investment and Promotion Agency), she was responsible for the coordination of EKD support processes, and then during the COVID-19 pandemic, Krisztina managed the department responsible for the implementation of the Competitiveness Enhancement Support (VNT) implemented with the participation of more than 1,200 applicants over 1.5 years.
In her previous positions, she has gained significant experience in writing and managing applications, preparing payment requests and professional reports, and auditing projects in the fields of both technology development and research and development projects. She is also familiar with the operation of state and European Union support systems from an audit perspective, as she participated in the professional and financial audits of numerous projects as the lead auditor of EUTAF.
Krisztina joined the IBSH team in September 2025 and is primarily involved in writing applications and the financial accounting of R&D projects and EKD grants in the position of grant manager.
Luca Kovács
junior consultant
Luca works as a junior consultant at IBSH, supporting the team in their daily work by performing research, analysis and organizational tasks. It is important to him that his work helps ensure that IBSH’s current and future clients always have up-to-date information about available funding opportunities and tender structures. In addition to his work at IBSH, Luca is currently a student of International Business at the Budapest University of Technology. He speaks German and English fluently.
