GINOP Plus 2.1.1-24 – Subsidy for Focus Area Innovation Projects
The purpose of the subsidy is to encourage companies’ experimental development, industrial research, and related activities through non-repayable subsidies.

Eligible Applicants
Small, medium, and large enterprises.
Applicants must have at least two closed business years, and in the business year preceding the application, the average statistical staff must be at least 12 employees.
The subsidy can also be applied for in a consortium if the companies’ net revenue reaches HUF 400 million in the last closed business year before the submission of the application. Within this, the consortium leader’s revenue must be at least HUF 300 million.

Form and Amount of the Subsidy
The GINOP Plus 2.1.1-24 subsidy is a non-repayable cash grant available across Hungary. The amount of support depends on the type of R&D project and the size of the company:
Industrial (applied) research: 50% (max. 80%)
Experimental development: 25% (max. 60%)
Additional SME bonuses:
- Small enterprises: +20%
- Medium enterprises: +10%
- Further +15% if the project involves effective collaboration or commits to widespread dissemination (up to the above maximum).
Advance payment: 30%, max. HUF 240 million
Focus Areas and Submission Deadlines
The GINOP Plus 2.1.1-24 subsidy is available for R&D projects in one of the following three focus areas:

Supporting preventive, therapeutic, and healthcare systems for maintaining a healthy life
2.
Supporting the green transition of the economy and the development of a circular economy, with a special focus on energy and agricultural technologies

Supporting one of the priorities of the National Smart Specialization Strategy (S3), including Advanced Technologies, Health, Digital Economy, Energy & Climate, Services, Resource-efficient Economy, Agriculture & Food Industry, Creative Industry, Education & Training, Public Sector & University Innovation

ELIGIBILITY CRITERIA
K+F minősítés: A pályázónak továbbra is rendelkeznie kell az NKFIH által kiállított K+F minősítéssel, amely tartalmazza az alkalmazott kutatási vagy kísérleti fejlesztési tevékenységek arányát, valamint a projekt piaci hasznosíthatóság szempontjából történő minősítését.
Minimális statisztikai létszám:
- A komponens: legalább 5 fő statisztikai állományi létszám az előző lezárt üzleti évben.
- B komponens: legalább 12 fő statisztikai állományi létszám az előző lezárt üzleti évben.
Önerő: A támogatáshoz önerő szükséges, amely az elszámolható költségek támogatáson felüli részét fedezi.
Projekt megkezdése: Projects can only start after the submission of the subsidy application.
Megvalósítás időtartama: 24 hónap (az „Egészséges élet megőrzését szolgáló megelőző, gyógyító és ellátó rendszerek támogatása” prioritás esetében 36 hónap).
Kötelező TRL-szint vállalás:
- A komponens: a projekt végére legalább 1 TRL szint előrelépés a kiindulási szinthez képest.
- B komponens: a projekt végére TRL 7, a befejezést követő 24 hónapon belül TRL 9 elérése kötelező.
Biztosíték: A támogatás kifizetésének ütemében szükséges biztosíték nyújtása.
Fenntartási időszak: a projektmegvalósítást követően KKV-k esetében 3 év, nagyvállalatok esetében 5 év.
Osztalékfeltétel: A korábbi osztalékfizetésre vonatkozó korlátozás törlésre kerül.
Eligible Costs:
The following costs can be accounted for under the GINOP Plus 2.1.1-24 subsidy:
Personnel-related expenses: a szakmai megvalósításban közreműködő munkatársak költségei, akik a támogatott K+F projekten dolgoznak.
Professional services costs: a piaci feltételek szerint harmadik féltől megrendelt kutatás-fejlesztési tevékenység díja, valamint a K+F-hez kapcsolódó kiegészítő szolgáltatások költségei, tanácsadás.
Material costs: Directly used materials for R&D activities.
Depreciation costs: a projekt megkezdését követően beszerzett, K+F célt szolgáló új, főszabály szerint a minimum nettó 500.000 Ft értékű eszközök és felszerelések értékcsökkenése.
Közgazdasági és pénzügyi elemzéshez kapcsolódó dokumentáció:
700 millió Ft alatti projektek esetében egyszerűsített költséghatékonysági elemzés és pénzügyi fenntarthatósági táblázat.
700 millió Ft feletti projekteknél részletes költséghatékonysági elemzés (CEA) és teljes pénzügyi értékelés.
Obligations After Project Completion
1.
TRL-szint vállalása:
A komponens: a projekt végére legalább 1 TRL szint előrelépést kell elérni a kiindulási technológiai szinthez képest.
B komponens: a projekt befejezésének időpontjára el kell érni a befejezett TRL 7-es szintet, és a projekt fizikai befejezését követő 24 hónapon belül a TRL 9-es szinte
(TRL: technológiai készenléti szint).

Árbevétel vállalása (csak a B komponens esetében):
For new technology or service projects:
Within the first two years of the sustainability period, net revenue from the supported R&D activity must reach at least 30% of the awarded subsidy.
For new product development projects:
Within the first two years, net revenue from product sales must reach at least 50% of the awarded subsidy.
3.
Oltalom vállalása (csak a B komponens esetében):
- Within 12 months after project completion, a maximum of 24 months is allowed to acquire an industrial property portfolio.
- In case of patents, if protection is not obtained, a positive patentability assessment is required.
- Trademark or design protection (e.g., industrial design) must be acquired.
- Patents granted within the last two years before submission may be accepted under certain conditions.
4.
Dissemination of Project Results (Optional)
If the applicant benefits from a 15% increase in subsidy intensity for committing to the wide dissemination of results, this must be fulfilled to avoid repayment of the bonus.
