General Information

The objective of the GINOP Plusz 2.1.4-25 – Support for Bringing SME Innovations to Market call for proposals is to facilitate the market introduction of innovations developed by Hungarian small and medium-sized enterprises, the commercial exploitation of the results of experimental development activities, and the enhancement of innovation and technological capacities. The funding is intended to support the development of marketable products, technologies and services.

Who Is Eligible to Apply?

Small and medium-sized enterprises meeting the following conditions may submit a grant application under the GINOP Plusz 2.1.4-25 – Support for Bringing SME Innovations to Market call for proposals:

  • Business associations with a registered office in Hungary and maintaining double-entry bookkeeping, as well as Hungarian branches of enterprises with a registered office in a Member State of the European Economic Area;
  • Applicants must have at least two completed financial years;
  • The applicant’s average statistical headcount must have been at least six employees in the last completed financial year preceding the submission of the grant application;
  • Applications may only be submitted individually; applications submitted by consortia are not permitted.

Eligible Activities

Projects implemented under the GINOP Plusz 2.1.4-25 – Support for Bringing SME Innovations to Market call for proposals may be carried out anywhere in Hungary, including Budapest. Projects must be physically completed within a maximum of 24 months from their commencement date.

Mandatory Activity

Experimental development, accounting for at least 30% of the project’s total eligible costs.

Experimental development means the acquisition, combination, shaping and use of existing scientific, technological, business and other relevant knowledge and skills with the aim of developing new or improved products, processes or services. This may also include activities aimed at the conceptual definition, planning and documentation of new products, processes or services.

Experimental development may include the development or demonstration of pilot models of new or improved products, processes and services, as well as the testing and validation of such products in environments representative of real operating conditions, provided that the primary purpose of these activities is the further technical improvement of products, processes or services that have not yet been finalised.

It may also include the development of commercially usable pilot models that constitute commercial end products because their production is too costly for them to be used solely for demonstration and validation purposes.

Optional Activities

Acquisition of equipment and intangible assets required for market introduction

Funding for equipment purchases may only be granted if the planned investment qualifies as an initial investment resulting in the diversification of the output of an existing establishment into products not previously manufactured at that establishment.

Funding may be granted for an initial investment resulting in the diversification of the output of an existing establishment through the introduction of a new activity or product only if the eligible costs exceed by at least 200% the book value, recorded in the financial year preceding the commencement of the investment, of the tangible and intangible assets used for the original activity and intended to be used for the new activity as well.

  • Expenditure related to horizontal commitments.

Form and Amount of Funding

  • Minimum grant amount: HUF 100 million
  • Maximum grant amount: HUF 600 million

Non-repayable funding may be requested under the GINOP Plusz 2.1.4-25 – Support for Bringing SME Innovations to Market call for proposals.

The advance payment may amount to a maximum of 30% of the awarded grant, but may not exceed HUF 180 million.

Aid Intensity

The applicable aid intensity depends on:

  • the relevant aid category, such as research and development aid, regional investment aid or de minimis aid;
  • the composition of eligible costs;
  • the size of the enterprise; and
  • the location where the project is implemented.

Project Commitments

The project must:

  • Aim to create a new or significantly improved product, technology or service;
  • Start at a minimum Technology Readiness Level of TRL 6 and achieve TRL 9;
  • Include market validation activities;
  • Obtain ISO 56001 innovation management system certification by the end of the project;
  • Comply with the DNSH principle of “Do No Significant Harm”;
  • Fulfil the mandatory environmental protection and equal opportunities commitments;
  • Ensure the employment of at least one female researcher, developer or technician for a minimum period of six months during the project.

Application Period

Applications under the GINOP Plusz 2.1.4-25 – Support for Bringing SME Innovations to Market call for proposals are expected to reopen in autumn 2026.
