The GINOP Plus-2.1.4-25 call for proposals has been launched under the Economic Development and Innovation Operational Program Plus, which aims to support the market launch of SME innovations. The aim of the scheme is to help businesses that wish to enter the market with new or significantly improved products, services or technological solutions and would like to take advantage of state support to do so.
One of the program's main priorities is to encourage the commercial exploitation of marketable research and development results and to promote the strengthening of the Hungarian innovation ecosystem, especially among businesses operating in less developed regions. This call for proposals therefore not only provides financial support, but also contributes to laying the foundations for competitiveness and long-term growth.
Who Can Apply?
Only Hungarian SMEs may submit grant applications if they:
- They have at least two closed financial years
- Their average annual statistical headcount is at least 6 persons.
- They keep double-entry accounts and are registered in Hungary or an EEA member state.
❗ Applications in consortium form are not possible.
What activities are eligible for support under the innovation grant?
Mandatory element:
- Experimental development (minimum 30% of the project's eligible costs)
Experimental development is defined as the acquisition, combination, shaping, and use of existing scientific, technological, business, and other relevant knowledge and expertise for the purpose of developing new or improved products, processes, or services. This may include, for example, activities aimed at conceptualizing, designing, and documenting new products, processes, or services.
Experimental development may include the development and demonstration of experimental models of new or improved products, processes, and services, and the testing and validation of such products in an environment that represents actual operating conditions, where the primary purpose of these activities is to further develop a product, process, or service that is not yet considered final.
Optional elements that cannot be supported independently:
- Equipment procurement: Tools and equipment necessary for the marketing and manufacturing of newly developed products.
- Acquisition of intangible assets: Intangible assets necessary for the marketing and production of newly developed products.

When can GINOP Plus-2.1.4-25 applications be submitted?
- Phase 1: November 14, 2025 – January 9, 2026
- Phase 2: February 9, 2026 – March 31, 2026
Budget and level of support
Form of support: non-repayable state aid and a total budget of HUF 60 billion, with the proviso that the funds for the tender are currently blocked and projects eligible for support may be placed on a reserve list until the block is lifted.
Under the GINOP Plus-2.1.4-25 tender, a minimum of HUF 100 million and a maximum of HUF 600 million in funding can be requested. The exact amount of funding depends on the region and the type of project, but medium-sized enterprises may be eligible for up to 50% funding.
Project implementation period
- Maximum 24 months from the start date of the project.
Other mandatory requirements
- The project should focus on a new or significantly improved product, service, or technology.
- Technology Readiness Level (TRL): 6–9

- By the end of the project, it is mandatory to obtain the ISO 56001:2024 Innovation Management Certificate.
- Market validation must be documented
