Europe’s next AI ecosystem is taking shape

Artificial intelligence is no longer merely a new digital tool; it is a strategic technology capable of fundamentally transforming industry, healthcare, financial services, energy and many other sectors. For Europe, it is therefore increasingly important that the technological know-how, data, infrastructure and development capabilities required for future AI solutions are available within the Union to the greatest possible extent.

The IPCEI Artificial Intelligence (IPCEI AI) initiative is designed to support this objective. The planned multi-country project aims to accelerate the research, development and industrial deployment of next-generation AI technologies. IPCEI AI is not a single grant programme: it connects corporate and R&D projects from different countries within a shared European AI value chain.

What does IPCEI AI mean for companies?

IPCEI AI may be particularly relevant for companies that aim not merely to use artificial intelligence, but to create new AI technologies.

The corporate deployment of an off-the-shelf chatbot, generative AI platform or predictive system would not, in itself, typically fall within this scope. IPCEI projects require substantial technological novelty, R&D risk and added value that is meaningful at European level.

The framework may be particularly attractive to companies seeking to develop new technological capabilities and able to implement their projects in cooperation with other European companies, research organisations or technology partners.

What types of developments is IPCEI Artificial Intelligence looking for?

IPCEI AI brings together several interconnected areas of the AI value chain. Based on the current concept, these may include, among others:

  • data processing and AI-ready data infrastructures, including the collection, organisation and secure provision of data;
  • foundation models and large language models, particularly solutions tailored to European needs and operating environments;
  • industry-specific AI models, for example for manufacturing, healthcare, financial services or energy applications;
  • AI deployment and operations technologies supporting the implementation, operation and updating of models in industrial environments;
  • open AI platforms and multi-agent systems enabling different models and AI agents to work together;
  • sector-specific AI services and applications that translate development results into concrete business or industrial use cases.

Where is the line between an AI investment and an IPCEI project?

One of the most important differences is the degree of innovation.

In a traditional AI investment, a company typically introduces an existing technology to improve the efficiency of its own operations. By contrast, a potential IPCEI AI project is aimed at creating a new technology, substantially advancing an existing one or achieving its First Industrial Deployment.

The key question is therefore not whether the company uses artificial intelligence, but whether it develops a new solution that goes beyond currently available technologies.

From research and development to First Industrial Deployment

One distinctive feature of IPCEI is that it does not necessarily stop at the traditional research and development stage. The support framework may also extend to so-called First Industrial Deployment (FID).

This can be particularly important for AI projects. There is a substantial technological gap between a model that works in a laboratory and a system that operates reliably in a real industrial environment. First Industrial Deployment may require addressing, among other things, scalability, cybersecurity, system integration, continuous operation and adaptation to real-world operating conditions.

IPCEI can therefore create a bridge between a research result and actual industrial application.

European added value is a key consideration

An IPCEI project must create benefits not only for the participating company. The results of the supported development must also generate broader economic or technological impact across Europe.

This is referred to as a spillover effect. Examples may include sharing research results, creating open technology components, developing new standards, involving universities and research institutions, or disseminating the knowledge generated by the project more widely.

Cross-border cooperation is equally important. Projects selected at national level are connected through a European matchmaking process so that, ultimately, they form an integrated technology value chain spanning several countries.

Why may state aid be necessary?

The purpose of IPCEI support is not simply to make a project cheaper when it would proceed anyway. The company must demonstrate the existence of a market or financing barrier as a result of which, without support, the project would not be implemented, would be implemented on a smaller scale or would only take place at a later stage.

One of the most important tools for demonstrating this is the funding gap analysis. It assesses, based on the project’s business and financial indicators, the amount of support that may be required for implementation. The aid must be necessary and proportionate, and the financing requirement must be substantiated by a detailed business plan.

How is an IPCEI AI project structured?

Developing an IPCEI AI project involves several successive stages:

  1. National call for expressions of interest and project identification
  2. National pre-screening and selection
  3. European matchmaking and development of partner relationships
  4. Development of the integrated European project
  5. Pre-notification state aid discussions with the European Commission
  6. Commission approval and national aid agreement

The process is therefore significantly more complex than a traditional grant application. Even at an early stage of preparation, companies need a strong technological concept, a financial model, a European cooperation plan and clearly defined spillover commitments.

What could this mean for companies in Hungary?

Hungary’s strong industrial and engineering base can provide a particularly solid foundation for AI developments linked to real production and business environments.

Potential areas include automotive and manufacturing AI, machine vision, predictive quality assurance, autonomous systems, energy optimisation, and pharmaceutical and healthcare AI. Multilingual models, enterprise knowledge systems, and data and deployment technologies that can connect to other European projects may also be relevant.

The real opportunity, however, is not simply securing a subsidy. A well-positioned project in Hungary can become part of an emerging European AI value chain, opening the door to new technological and business partnerships.

When should a company consider an IPCEI AI project?

IPCEI AI may be relevant if the company’s project:

  • creates genuinely new AI technology;
  • involves significant R&D and technological risk;
  • can be linked to developments by other European partners;
  • generates benefits beyond the company itself;
  • can progress from research and development to First Industrial Deployment;
  • and would not be implemented in the same form or at the same scale without support.

IPCEI Artificial Intelligence may therefore represent a strategic opportunity primarily for companies that do not merely wish to follow developments in AI, but want to play an active role in creating the next generation of European artificial intelligence technologies.
