A major change is expected in the field of state-funded corporate training: the conditions for the training subsidy available through individual government decision (VIP) may soon become significantly simpler.
Currently, applying for the subsidy requires the creation of at least 25 new jobs or an investment worth HUF 5 million. However, these entry conditions are expected to be eliminated – opening up this multi-million-euro subsidy opportunity to a much wider range of companies.
What will be required for the training subsidy under the new rules?
The subsidy can be applied for by companies that:
✔️ Have a workforce of at least 100 employees (including the parent company’s headcount)
✔️ Can ensure that at least 25 employees participate in the training programme
✔️ Plan a training programme with at least €250,000 in eligible costs
✔️ Run a training programme lasting no more than 36 months (previously 24 months)
The training subsidy can still cover up to 50% of training-related costs, up to a maximum of €3 million.
What types of training are eligible?
The programme offers support for a wide range of training initiatives, all aimed at strengthening corporate competencies. Examples of eligible training include:
🎯 Professional and technical training
🎯 Digital and IT skills development
🎯 Management and soft skills training
🎯 Language courses
The training subsidy can be used for internal training (training of employees delivered in-house) or external training (courses, workshops, or conferences organised by third-party providers).

What costs are eligible under the training subsidy?
There are two main cost categories that can be covered by the subsidy:
💰 Trainer fees – fees for external trainers, experts, or training institutions
💰 Employee wage costs – compensation for working hours lost due to training participation
These costs are combined, and the total eligible amount determines the actual value of the training subsidy.
Who should take action now?
The new conditions primarily benefit medium-sized and large companies that already have a training strategy in place or are about to launch a development programme. The VIP training subsidy offers a unique opportunity to finance a significant portion of training costs through non-refundable state support.
